Existing infrastructure of the park:
After its foundation, Debrecen Regional and Innovation Industrial Park implemented the development of a public-utility network in the 40 hectares of the development area in Határ Street from own and budgetary resources. The implemented network involving all the required public utilities is to serve the public-utility capacity demands of the Industrial Park, and thus have only recipient connections from the public-utility network of the city. The system is suitable for the supply of the highest capacity demands. The technologies of any company settling in the area are required to meet the environmental standards of Hungary and the European Union.

2000: External public-utility developments
2001: Internal public-utility developments, first phase of the access road
2002: Second phase of the access road, public lighting, construction of a water reservoir, landscape development
Development of the infrastructure:
After the arrangement of the public procurement procedures in 2000, the external public-utility development of the Industrial Park of Debrecen was completed, and thus the system was commissioned and opened for the Municipality of Debrecen. With this event, the Industrial Park became an area featuring large-sectional and large-capacity external public utilities.
Following the PHARE tendering procedures in 2001, the internal public-utility investment of the Industrial Park was implemented with the following technical contents: water-piping, sewage conduits, storm sewers, gas lines, 20 kV electric cable network, public lighting and phase 1 of the internal access road.
As a result of the completion of the development program, the internal block of the 40-hectare industrial area that had had no public-utility connections formerly was supplied with pubic-utility connection facilities. The technical delivery and take-over, as well as the subsequent commissioning of the system were all effectuated by the end of 2001. The last phase of the establishment of the Industrial Park included the implementation of phase 2 of the access road, the construction of the associated public lighting and water reservoir, the landscape development in the area of the Industrial Park in order to make it readily suitable for construction works, which were all implemented in H1 of 2002.
The established public-utility network specifically serves the public-utility capacity demands of the Industrial Park, and there are only recipient connections from the public-utility network of the city. The system is suitable for new developments, as well as for serving the highest possible capacity demands.

The Regional and Innovation Industrial Park of Debrecen is the regional center of IPE in the North Great Plain Region, and its managing director acts as the president of the Association of Industrial Parks for the same region. At the present, the regional center coordinates the promotion of the interests of 28 industrial parks in 3 counties of the region. This scene for the promotion of interests is at the same time deemed as guarantee that the park is able to meet the conditions posed by the working capital demands and the variable economic circumstances of the European Union. Back in 2000, the said function as a regional center could be gained as a result of hard work and lobbying, primarily in the face of the competition with Nyíregyháza, yet considerable efforts were also made by the city of Szolnok towards seizing the leading role.
As other industrial parks all over the world, Hungary’s currently operated 190 industrial parks are administered as independent business entities. Most of them, cc. 85% are operated with the support of the owners, as they represent a complex form of the settlement of industry, and thus – apart from the implementation of job-creating investments – they are involved in rather unique business activities. Industrial parks in fact develop areas and regions, and the related returns can be realized for the municipalities concerned in the creation and sustenance of jobs.
Therefore, industrial parks have a key role in the dynamization of the economy, improvement of competitiveness, encouragement of the EU-conform settlement of multinational companies.
The business entities operating industrial parks do manage real-estate properties, and operate business incubation houses, yet do not follow conventional real-estate property management methods, and cannot be reconciled with them.
Debrecen Regional and Innovation Industrial Park have been recognized for its professional, economic and regional achievements. The results and the above-mentioned expansion plans ensure and further strengthen the preservation of this leading role, as well as potential adaptation to the set of requirements posed by the European Union and the permanently changing economic conditions. |
